<br />20 <br /> <br />TUESDAY <br /> <br />JANUARY 8, 1974 <br /> <br />- <br /> <br />seconded and duly carried, authorized the City Manager and Clerk of Council to execute the <br /> <br />renewal lease, for a five-year period, covering what is known as the "East Main Street <br /> <br />Parking Lot," for the monthly rental sum of $225.00, with the lease to expire on January 1, <br /> <br />1979. It was noted that the off-street parking lot covered by the lease contains 42 metered <br /> <br />parking spaces. <br /> <br />- <br /> <br />Council considered a letter from Mr. Walter L. Penn, III, Attorney at Law, in which Mr. Penn <br /> <br />explained the necessity of his resignation from the special Central Business District Commission, <br /> <br />to which he had recently been appointed, the resignation being necessitated by his moving to <br /> <br />Richmond. After expressing its appreciation for Mr. Penn's services, Council appointed as his <br /> <br />successor on the CBD Commission Mr. Douglas K. Frith, Attorney at Law. <br /> <br />Mr. Daniel L. Manson, Attorney at Law, appeared before Council with the request that Council <br /> <br />rezone, from R-9 Residential to C-3 Commercial, a tract of land fronting on Chatham Road and <br /> <br />lying on the northeast corner of Chatham Road and Blankenship Road and extending along <br /> <br />Chatham Road from Blankenship Road to the southern boundary line of the proposed right-of-way <br /> <br />of a future extension of Commonwealth Drive eastward from its existing intersection with <br /> <br />Chatham Road. After consideration of this petition, Council directed that it be referred to the <br /> <br />City Planning Commission for its report and recommendation. <br /> <br />Mr. Joseph W. Pritchett appeared before Council to express the concern of himself and other <br /> <br />citizens following a published news story of the previous day in which the City Electoral Board <br /> <br />announced an upcoming proposal that City Council approve a decrease in the number of voting <br /> <br />precincts from the present total of ten, to five. Council explained that the proposal had not <br /> <br />been formally made to Council but that if and when such a proposal is actually made, careful <br /> <br />consideration would be given to its possible effect on the voting process. <br />
