<br />~OG <br /> <br />THURSDAY <br /> <br />DECEMBER 20, 1973 <br /> <br />to the effect that the best that can be hoped for is that if the two bodies can reach <br /> <br />contractual agreement before the end of the month then the Water Control Board would <br /> <br />consider establishing a priority for the City-County for fiscal year '75 funding but <br /> <br />that the two agencies would be required to proceed with construction in 1974, to meet <br /> <br />State and Federal stream condition standards, with the concurrent obligation to finance <br /> <br />the "head end" cost with the anticipation of having those costs to be made a part of <br /> <br />any grant which might be subsequently approved. It was suggested that the localities <br /> <br />proceed on a local basis but at the same time proceed with making the proper applications <br /> <br />for funds, after a contract has been signed before the deadline, so that if allocations <br /> <br />can be restored the proper sequence of events would prevail. Mayor West underlined <br /> <br />the fact that City Council had already officially endorsed the regional treatment plant <br /> <br />concept and Council agreed to naming a representative of the City's Consulting <br /> <br />Engineering Firm, Wiley & Wilson of Lynchburg, to serve as the City's official negotiator. <br /> <br />The City Manager explained to the group that during the past few days the City staff <br /> <br />had developed a revised concept which represents a major concession on the part of <br /> <br />the City, if Council were to accept and endorse the concept, and asked permission <br /> <br />to make an official presentation to Council, in the presence of the County officials. <br /> <br />After some discussion instigated by the County officials as to whether such a proposal <br /> <br />should be heard at this time, in view of the joint decision to have negotiators begin <br /> <br />immediate work on a contract, Council asked that the proposal be submitted, and that <br /> <br />copies be provided for the County officials, whereupon Assistant City Manager Brown <br /> <br />briefed the group on the revised proposal, made as a suggestion to City Council as <br /> <br />the City's basic position. The major tenets of the revised proposal involved <br /> <br />provision for the sharing of operation and maintenance cost, allocation of cost of <br /> <br />future plant enlargements or process refinements proportioned between the City and <br />
