<br />20 <br /> <br />THURSDAY <br /> <br />DECEMBER 20, 1973 <br /> <br />.,.....--..-, <br /> <br />The Martinsville City Council met in a duly called special meeting at noon on <br /> <br />December 20, 1973, at the Dutch Inn Restaurant, with Mayor West presiding and with <br /> <br />all members present, viz., Francis T. West, Mayor; H. L. Boaz, Vice Mayor; <br /> <br />W. Donald Hartford, William D. Hobson, and, Morton W. Lester. <br /> <br />.--,. <br /> <br />The meeting was held jointly with the Board of Supervisors of Henry County and members <br /> <br />of the Henry County Public Service Authority, the County officials having invited <br /> <br />Council to participate in the joint meeting with them. <br /> <br />City Manager Noland was designated to serve as Acting Clerk of Council, in the absence <br /> <br />of Mr. Yeaman, Clerk of Council, who was a hospital patient. <br /> <br />County officials explained that they had requested the joint meeting for the primary <br /> <br />purpose of discussing with staff representatives of the Water Control Board the <br /> <br />existing situation as to the possibility of securing a re-allocation of Federal and <br /> <br />State funds, if the two political subdivisions can reach contractual agreement prior <br /> <br />to the end of January, all in accordance with action taken by the Water Control Board <br /> <br />pursuant to the December 11 "show-cause" hearing. Also, the County officials <br /> <br />suggested that the City agree, as the County has done, to designate the City's <br /> <br />Consulting Engineer to act as negotiator for the City, the City's negotiator to <br /> <br />negotiate with a representative of the County's Consulting Engineer, in the hope and <br /> <br />belief that these two technical consultants could jointly suggest a contract <br /> <br />acceptable to both the City and County. <br /> <br />,- <br /> <br />Mr. Charles Maus, Roanoke Regional Director for the State Water Control Board, <br /> <br />explained major aspects of the technical situation as regards the position of the <br /> <br />State Water Control Board and the orders issued after the December 11th meeting, <br />
