<br />1Qr') <br />'lJ ..... <br /> <br />FRIDAY <br /> <br />NOVEMBER 30~ 1973 <br /> <br />A special and adjourned session (adjourned from regular meeting held Tuesday~ <br /> <br />November 27, 1973) of the Council of the City of Martinsville, Virginia~ with <br /> <br />Mayor Francis T. West presiding, was held Friday~ November 30, 1973~ beginning <br /> <br />at 2:00 P. M.~ in the Council Chamber~ City Hall, with all members--with the <br /> <br />exception of Councilman Harry L. Boaz~ Vice Mayor, who was out of town--being <br /> <br />present~ viz., Mayor Francis T. West; W. Donald Hartford; William D. Hobson; <br /> <br />and Morton W. Lester. <br /> <br />The purpose of this meeting~ as directed from Council's November 27th meeting~ <br /> <br />was to confer jointly with the Henry County Public Service Authority and the <br /> <br />Henry County Board of Supervisors on a proposed sewer service contract by which the <br /> <br />City might serve an area within Henry County~ viz.~ a portion of the Beaver Creek <br /> <br />Watershed. City Manager Noland then presented the following letter, dated <br /> <br />November 30, 1973, from Mr. John E. Longmire, Administrator of Henry County: <br /> <br />The Public Service Authority did meet with the Board of Supervisors <br />as scheduled Wednesday night to discuss the proposed Regional Sewage <br />Treatment Contract. This meeting resulted in the following public <br />statement made by Melvin Brown: "The Henry County Board of <br />Supervisors and its Public Service Authority will be unable to <br />accept the City of Martinsville's invitation to meet at 2:00 P. M. <br />on November 30~ 1973. The proposed contract for sewage treatment <br />submitted by the City of Martinsville is a very good approach; <br />however, it does have objectionable factors contained therein <br />that cannot be accepted by the Henry County Public Service Authority. <br />Further review and development is to be done Monday~ December 3~ 1973 <br />by Consulting Engineers~ Certified Public Accountants~ and Legal <br />Advisors for Henry County. Then~ hopefully, an acceptable contract <br />is expected to be prepared and signed before December 11, 1973." <br /> <br />I am very hopeful that sufficient progress will have been made for <br />us to meet again with City Officials by Monday afternoon or <br />certainly by Tuesday morning December 4th. I would appreciate your <br />being available for call during that time should the work progress as <br />anticipated. <br /> <br />I am prepared to work diligently with you between now and December 11th <br />in an effort to conclude this matter. <br />
