1 ~1 , TUESDAY OCTOBER 30, 1973 _. " A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor Francis T. West presiding, was held Tuesday, October 30, 1973, in the Council Chamber, City Hall, beginning at 10:00 A. M., all members being present, viz., Francis T. West, Mayor; Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. Hobson; and Morton W. Lester. .-- Prior to the stating of the purpose for which this meeting was called and the consideration of same, by unanimous consent of the Council and subject to confirmation thereof at its next regular meeting, Council agreed to consider the filling of a vacancy on the Economic Development Committee of the West Piedmont Planning District Commission. Upon recommendation of the City's members of said Commission, Council unanimously appointed Mr. Franklin P. Early (Vice President of Virginia National Bank, Martinsville) to membership on said Committee, subject to ratification and such other official action required of the Council at its next regular meeting. Pursuant to reference from Council's regular meeting held October 23, 1973 and, also, to complying notice of this special meeting herein covered by these minutes, Council convened said special meeting for the purpose of receiving and considering a staff report on matters pertaining to the Henry County Public Service Authority's request (filed March 13, 1973) for an extension and/or enlargment of its contract with the City (executed April 27, 1971) to provide sewer service to a portion of the Beaver Creek Watershed area and, also, on the Authority's recent inquiry as to the possible sale to the PSA of the City's water system within the City's Industrial Park. Upon motion, duly seconded and
