<br />1-7 <br /> <br />OCTOBER 23, 1973 <br /> <br />TUESDAY <br /> <br />------ <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, October 23, 1973, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P. M., all members being present, viz., <br /> <br />Francis T. West, Mayor; Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. Hobson; <br /> <br />and Morton W. Lester. <br /> <br />--.. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held October 9, 1973. <br /> <br />Upon recommendation of the Planning Commission, including the Commission's report <br /> <br />that it could not at this time establish a zoning covenant to be included in any <br /> <br />required contract, Council unanimously granted permission to the H. C. Wade Sheet <br /> <br />Metal Works to connect its property (i.e., business building outside the City's <br /> <br />corporate limits) to the City's sewerage system at a point on Cabell Street, on <br /> <br />which street this firm has property fronting, pursuant to petitioner's request <br /> <br />filed September 11, 1973. <br /> <br />.- <br /> <br />In connection with the forthcoming 1974 quadrennial reassessment of taxable <br /> <br />real estate within the City of Martinsville, Council unanimously nominated <br /> <br />Messrs. R. A. Henderson, Jr., J. P. Sutton, and James M. Wilson for membership <br /> <br />on the 1974 Board of Assessors, for presentation to the Honorable <br /> <br />Frank I. Richardson, Jr., Judge of the 21st Judicial Circuit Court, within <br /> <br />whose jurisdiction and by whose order such a board is constituted. <br /> <br />City Manager Noland informed Council that two formal conferences, plus several <br /> <br />supplemental and informal conversations, have been conducted between the City <br /> <br />and the Henry County Public Service Authority on the Authority's request received <br />
