<br />~68 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 25, 1973 <br /> <br />Dr. John D. French, on behalf of the Patrick Henry Mental Hygiene Clinic~ appeared <br /> <br />before Council and reviewed certain aspects of the Clinic's 1973-74 budget, to which <br /> <br />the City of Martinsville has contributed the sum of $14,350.04 as appropriated, informing <br /> <br />Council that--because of restrictions and adjustments and/or financial participation by <br /> <br />the State of Virginia--the Clinic's proposed 1973-74 budget has been reduced and~ as a <br /> <br />result thereof, the Clinic should be able to return to the City at the end of the current <br /> <br />fiscal year a sum not less than $1,900.00; however, Dr French requested Council's <br /> <br />permission to retain, in effect, $760.00 of anticipated un-used funds (being the City's <br /> <br />40% share of $1~900.00) to enable the Clinic to employ a new Clinic Director <br /> <br />(Dr. Joseph Leizer), filling the vacancy caused by the resignation of the former <br /> <br />Director (Dr. Newman), at an annual salary of $17,000.00 of which the State will participate <br /> <br />in only to the extent of $15~100.00. Upon motion, duly seconded and unanimously carried~ <br /> <br />Council approved said request~ meanwhile expressing appreciation to Dr. French for his <br /> <br />interest and efforts on behalf of said Clinic. <br /> <br />In response to any inquiry from Councilman Hobson, Assistant City Manager-Public Works <br /> <br />Director George W. Brown informed Council that progress toward developing the East <br /> <br />End-West End playgrounds appears satisfactory~ considering the fact that the City is <br /> <br />proceeding with development on a "force-account" basis rather than on some contractual <br /> <br />arrangement. <br /> <br />Council was adjourned. <br /> <br />L.).~i,".'"
