~68

TUESDAY

SEPTEMBER 25, 1973

Dr. John D. French, on behalf of the Patrick Henry Mental Hygiene Clinic~ appeared

before Council and reviewed certain aspects of the Clinic's 1973-74 budget, to which

the City of Martinsville has contributed the sum of $14,350.04 as appropriated, informing

Council that--because of restrictions and adjustments and/or financial participation by

the State of Virginia--the Clinic's proposed 1973-74 budget has been reduced and~ as a

result thereof, the Clinic should be able to return to the City at the end of the current

fiscal year a sum not less than $1,900.00; however, Dr French requested Council's

permission to retain, in effect, $760.00 of anticipated un-used funds (being the City's

40% share of $1~900.00) to enable the Clinic to employ a new Clinic Director

(Dr. Joseph Leizer), filling the vacancy caused by the resignation of the former

Director (Dr. Newman), at an annual salary of $17,000.00 of which the State will participate

in only to the extent of $15~100.00. Upon motion, duly seconded and unanimously carried~

Council approved said request~ meanwhile expressing appreciation to Dr. French for his

interest and efforts on behalf of said Clinic.

In response to any inquiry from Councilman Hobson, Assistant City Manager-Public Works

Director George W. Brown informed Council that progress toward developing the East

End-West End playgrounds appears satisfactory~ considering the fact that the City is

proceeding with development on a "force-account" basis rather than on some contractual

arrangement.

Council was adjourned.

L.).~i,".'"
