TUESDAY SEPTEMBER 11, 1973 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Francis T. West presiding, was held Tuesday~ September 11, 1973~ in the Council Chamber, City Hall, beginning at 7:30 P.M., with all members being present, viz., Francis T. West, Mayor; Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. Hobson; and Morton W. Lester. ,"'-' After the invocation, Council approved as recorded the minutes of its regular meeting held August 28, 1973. In response to an inquiry from Vice-Mayor Boaz, Council referred to the Special CBD Study Commission the question as to what usage (i.e., whether to repair and rent the house or demolish it and convert the land to a vehicular parking area) should be made of the former Lacy property at 12 Gravely Street, recently acquired by the City. In connection with present school bus service and the fact that five new school buses (on order) have not been delivered, Mayor West called to Council's attention certain complaints he has received from parents of school children residing in the Morningside Lane-River Forest Place area, which complaints deal with a recent rescheduling of bus service for that area, resulting in area school children having to leave home an hour earlier than heretofore and arriving home from school an hour later than heretofore. Subject to contract preparation and execution~ which contract shall include restrictive covenants recommended by the Planning Commission, Council authorized Mr. J. Haywood Alcorn to extend a City water main to serve his property located on Mt. Olivet Road (outside the City's corporate limits), pursuant to his request filed August 14, 1973. 15
