<br />1 · <br /> <br />TUE SDAY <br /> <br />JUNE 26, 1973 <br /> <br />In continuing its consideration of City Manager Noland's recommended <br /> <br />---- <br /> <br />City Budget for the fiscal year beginning July 1, 1973, Council directed <br /> <br />that the following revisions within said budget be made, following which <br /> <br />Council unanimously adopted said revised budget as well as the following <br /> <br />appropriation ordinance: <br /> <br />(1) added to the budget the sum of $3,733.16 as the City's share <br />(inadvertently overlooked in the preparation of said budget) <br />of the cost of operating the Anchor House, which is under <br />the supervision of the City's Juvenile & Domestic Relations <br />Cour t ; <br />(2) adopted as a stated policy certain property tax relief for <br />eligible elderly property owners, with ordinance details to <br />be prepared for Council's consideration at a later date, to <br />become effective January 1, 1974; <br />(3) added to the Police Department's budget the Sum of $48,607.50 <br />to establish a Traffic Division within the Police Department <br />(funds for five additional personnel for this Division, plus <br />equipment), fifty per cent of which is reimbursable by the <br />State of Virginia but--as City Manager Noland pointed out-- <br />only for fiscal 1973-74, leaving the continuation of this <br />program thereafter at 100% cost to the City; <br />(4) added $7,000.00 to the Engineering Division budget for <br />employment of Engineering Aide to enable this Division to <br />lend greater assistance to the Central Business District <br />development program; <br />(5) imposed a ceiling on the Welfare Department's budget, i.e., <br />limited same to approximately 1972-1973 expenditures of this <br />Department, and a ceiling on Welfare personnel, i.e., limited <br />to present number of employees; and <br />(6) in connection with Welfare programs and regulations, concurred <br />in the findings of the Honorable Frank Slaton, Delegate to <br />the Virginia General Assembly from South Boston and member of <br />special study commission on welfare regulations, with Council <br />going on record as soliciting the support of the Virginia <br />Municipal League during its forthcoming League Convention <br />and the support of member-cities toward developing some sort <br />of order out of present chaotic and frustrating regulations <br />being issued by State Department of Welfare personnel and/or <br />Federal agency personnel; and <br />(7) continued for discussion, to next regular meeting, policy <br />relating to local Welfare Board composition, i.e., City <br />Officials vs. citizen board. <br />
