<br />t ,,. ... <br />. i. ,. <br /> <br />TUESDAY <br /> <br />JUNE 12, 1973 <br /> <br />Also, pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on a proposed budget for the City for its fiscal year beginning <br /> <br />July 1, 1973, as presented by City Manager Noland to Council on May 31, 1973. <br /> <br />Among the several citizens present, who had comments about the proposed budget <br /> <br />or some questions thereon, were the following: <br /> <br />(1) Mr. Robert Crockett -- commending the Manager and Council for <br />proposing no tax increases; <br /> <br />(2) Mr. Don McCullough -- who implied that the proposed revitalization <br />of the Central Business District should be the subject of a public <br />referendum and, also, who inquired about the Redevelopment & Housing <br />Authority, as provided for in the City Charter; <br /> <br />(3) Mr. Dennis Hartig, of Martinsville Bulletin -- who inquired as to <br />the basis for reducing Planning & Zoning funds and, also, as to the <br />amount proposed for the West Piedmont Planning District Commission; <br /> <br />(4) Mr. W. B. Muse -- whose inquiry concerned several items in the <br />proposed budget but (whose) principal comment indicated his <br />continuing concern over the lack of dispersion of tennis courts; <br />and, in addition, an inquiry concerning the usage of Federal <br />Revenue-Sharing funds, which inquiry was answered subsequently in <br />a succeeding matter of business on the agenda hereinafter covered <br />by these minutes. <br /> <br />In addition, Councilman Hartford inquired about a number of items within the <br /> <br />proposed budget, meanwhile suggesting that study be given to the City's insurance <br /> <br />program and the placement of coverage whereby, perhaps through an "Agent of Record" <br /> <br />or through bidding processes, reduction in the costs to the City for its insurance <br /> <br />coverage might be effected. Vice-Mayor Boaz referred to welfare funds, after <br /> <br />which Mayor West also referred to the proposed welfare (or Social Services) <br /> <br />budget, recommending that the proposed 1973-74 welfare budget be reduced to that <br /> <br />in force during the current year. Mayor West urged, too, that a plan be developed <br /> <br />immediately whereby property tax relief for eligible elderly citizens can be <br /> <br />effected. The proposed budget was continued for further consideration. <br />
