. :1

TUESDAY

MAY 22, 1973

in emphasizing a need for such a place, indicated that curfews on present available

facilities and/or parking prohibitions on various public streets--as well as perhaps

some annoyances resulting therefrom, both to themselves and to residents--have

severely limited such activities and meeting places. The spokesmen also made

references to other nearby cities and their efforts toward providing supervised or

controlled meeting places. In response to this petition, members of Council not

only expressed understanding and appreciation of both the plea and plight presented

by these young people but also expressed their desire to assist in every way

possible toward developing a solution to their problem, recognizing--as did these

young people--that, if any such area or meeting place is found and provided, the

success or lack of success of the project is dependent upon the young people them-

selves. With the concurrence of Council, Mayor West appointed a special committee--

consisting of Messrs. Turner and Jones and one other high school student (yet to

be selected, this third student to be representative of a group referred to by Mr.

Thomas J. Womack, member of the MHS faculty), along with Councilman W. D. Hartford,

Police Chief Frank A. Gard, and Recreation Director Herbert O. Hughes, plus a

seventh member to be selected from the local school administration, as suggested

by Councilman Lester--which committee is to study this matter and return to Council

with report and recommendations. City Manager Noland was requested to stay in

close touch with this committee.

Council acknowledged receipt of a report from the Planning Commission which now

has under study the planning consultants' report on revitalization of the City's

Central Business District (as presented to Council on May 8, 1973), suggesting that

Council and the Commission conduct a joint public hearing on the consultants' report

and proposals soon after the Commission's forthcoming June 5th meeting. After some

discussion, Council concurred with Mayor West's opinion that the Planning Commission

,,_,,~~,~,",___~,_,,~"'~"'''~.'''~_'"_'~"'_'O''"~
