<br />. 1, .\ <br />_ 3. <br /> <br />TUESDAY MAY 8, 1973 <br /> <br />endorsement thereof by letter dated April 11, 1973. Mr. Farley J. Plaster, <br /> <br />who operates a barbershop within the core area, inquiring as to the cost of <br /> <br />the project, expressed the opinion that the cost would be borne by all <br /> <br />property owners to the benefit of relatively few property owners, thus <br /> <br />posing the question as to whether proceeding with the project should be <br /> <br />subject to a referendum. In response to Mr. Farley's question and opinions, <br /> <br />it was pointed out that the City's primary expense responsibility or <br /> <br />obligation would be confined to the cost of street improvements--which would <br /> <br />benefit all citizens--and, hopefully, the Virginia Department of Highways <br /> <br />would bear 85% of the cost thereof. Upon motion, duly seconded and unanimously <br /> <br />carried, Council referred the study report and proposals to the Planning <br /> <br />Commission for study and recommendations. <br /> <br />By letter dated May 7, 1973, Mr. James N. DeHart requested that the City <br /> <br />consider furnishing water service to property located at 1409 Spruce~eet, <br /> <br />which is outside the City's corporate limits, and which property is owned by <br /> <br />Mr. Thomas Dyer. It was noted that, since 1952, City water service has been <br /> <br />supplied this location; however, inasmuch as the usage of this property has <br /> <br />changed or may have changed over the years and the proposed usage--as yet ~~- <br /> <br />known--should be in compliance with the City's regulations governing the <br /> <br />providing of such service outside the City's corporate limits, Council referred <br /> <br />this matter to the Planning Commission. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized City <br /> <br />Manager Noland to execute--on behalf of the City--a document or documents <br /> <br />between the City and Virginia Telephone & Telegraph Company (Lee Telephone <br /> <br />Division) pertaining to relocating of utilities ("non-betterment" basis estimated <br /> <br />at $1,078.71) to become necessary when Brookdale Road is relocated and/or <br /> <br />constructed. <br />
