<br />J <br /> <br />TUE SDAY <br /> <br />MAY 8, 1973 <br /> <br />-- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvil1e, <br /> <br />Virginia, was held Tuesday, May 8, 1973, in the Council Chamber, City Hall, <br /> <br />beginning at 7:30 P.M., the following members being present, viz., Harry L. <br /> <br />Boaz, Vice Mayor, presiding; W. Donald Hartford; William D. Hobson, and <br /> <br />Morton W. Lester. Absent was Mayor Francis T. West. <br /> <br />,.- <br /> <br />After the invocation and roll call, Council approved--as recorded--the minutes <br /> <br />of its regular meeting held April 24, 1973 and of its special meeting held <br /> <br />May 4, 1973. <br /> <br />Mr. Conrad Knight (of Evans & Knight, Architects, Martinsville, Virginia) and <br /> <br />Dr. Richard M. Yearwood (Planning Consultant, on the faculty of Virginia <br /> <br />Polytechnic Institute, Blacksburg, Virginia), who were commissioned by the <br /> <br />City to conduct a planning study of the City's Central Business District, <br /> <br />appeared before Council and presented their findings in the form of a written <br /> <br />report, accompanied by maps showing proposed improvements, both in buildings <br /> <br />and in streets, within the Central Business District. Also presented was a <br /> <br />scale model of the district area portraying this area after all proposed <br /> <br />improvements will have been constructed. These consultants, in their presenta- <br /> <br />tions, illustrated their recommendations and proposals with photographic color <br /> <br />slides, noting that redevelopment in the core area not only is essential for <br /> <br />the well-being of the entire City but also representing considerable capital <br /> <br />outlay expenditures on the part of both the City and local businessmen and <br /> <br />..,:~ <br />business firms,~will require complete cooperation and coordination between the <br /> <br />City and private enterprise. And, as was pointed out, the plans (as presently <br /> <br />developed) must be periodically reviewed and updated. Members and officials <br /> <br />of the local Retail Merchants Association also appeared before Council and <br /> <br />heartily endorsed the planning consultants' proposals, reaffirming their <br />
