Lester nominated Mr. George W. Brown, the City's Assistant City

Manager & Director of Public Works, for a three-year term on said Commission

to succeed Mr. Globman. In so doing, Councilman Lester--also a member of the

Commission--cited Mr. Brown's qualifications, with emphasis on his ability and

educational background as being most helpful to the City in the consideration

and understanding of the highly technical matters now coming before the

Commission. Vice-Mayor Boaz seconded the nomination. Councilman Hartford

placed in nomination the name of Mr. Globman (to succeed himself), citing the

outstanding service Mr. Globman has rendered the City not only as a WPPDC member

but also in many other capacities. Mr. Hartford explained further that, in

nominating Mr. Globman, he (Mr. Hartford) was not speaking against Mr. Brown

but ~ Mr. Globman. Councilman Hobson, also a member of WPPDC, in seconding

the nomination of Mr. Globman, pointed out that Mr. Globman has expressed

willingness to continue serving as a WPPDC member for another term. Mayor West

then referred to Council's resolution and position statement adopted January 23,

1973, pertaining to the proposed budget of the WPPDC and to other matters

concerning this commission, noting that Mr. Globman is on record as dissenting

with said resolution and position statement. Mayor West then asked Mr. Brown

if, in matters concerning the WPPDC, he (Mr. Brown) could subordinate his own

personal feelings to those of the Council, should the Council adopt stated

positions with regard to WPPDC matters and should the Council appoint Mr. Brown

to membership on the WPPDC. Mr. Brown's reply was, "Yes". On the call for a

....... -

..,J -
