<br />6 <br /> <br />TUESDAY <br /> <br />JANUARY 23, 1973 <br /> <br />In introducing the matter of a suggested change in the City's refuse collection <br /> <br />policy, the City Manager and Assistant City Manager explained to Council that <br /> <br />for approximately three years the problem had been growing more severe, primarily <br /> <br />because of the unavailability of responsible labor needed to continue the City's <br /> <br />practice of carrying all domestic refuse from the rear door to City trucks for <br /> <br />hauling away. It was further pointed out that concentrated study of the local <br /> <br />problem had been going on for more than a year and that at this point a formal <br /> <br />recommendation is ready. There was read and discussed a proposed ordinance <br /> <br />setting forth a new policy, and various citizens present participated in the <br /> <br />discussion. Some of the citizens objected to the use of plastic bags as suggested, <br /> <br />explaining that this material does not rot, and thus constitutes an ecological <br /> <br />hazard or imbalance. It was suggested that the proposed plan, involving <br /> <br />continuation of the City's policy of carrying out refuse from the back door of <br /> <br />the residence only if the property owner provides a plastic bag with the alternate <br /> <br />choice of carrying his refuse can to the curb for city collection. On motion made <br /> <br />by Mr. Lester, seconded by Mr. Hobson and carried on a unanimous vote of those <br /> <br />present, the new refuse collection policy, in the form of an ordinance, was <br /> <br />placed on first reading, as follows: <br /> <br />A POLICY ESTABLISHING METlIODS, PROCEDURES AND STANDARDS GOVERNING THE <br />STORAGE AND COLLECTION OF REFUSE ORIGINATING FROM RESIDENCES WITHIN <br />THE CITY OF MARTINSVILLE, VIRGINIA <br /> <br />On motion made by Mr. Hobson, seconded by Mr. Lester, and carried unanimously, <br /> <br />the Mayor was authorized to execute, in the name of the City, a formal agreement <br /> <br />under the terms of which Carolina & Northwestern Railway Company would permit <br /> <br />the City to install a 16 inch water line under Railway Company tracks, on <br /> <br />Lester Street, such 16 inch water line to be encased in a 24 inch diameter line. <br />
