<br />5r) <br />{.,J <br /> <br />TUESDAY <br /> <br />JANUARY 9, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held on Tuesday, January 9, <br /> <br />1973, in the Council Chamber, City Hall, beginning at 7:30 P.M. <br /> <br />Members present were: Mayor Francis T. West, Vice Mayor H. L. Boaz, W. D. <br /> <br />Hartford, William D. Hobson and Morton W. Lester. <br /> <br />Following the invocation, Mayor West asked Mr. Daniel Earles to appear before <br /> <br />Council, whereupon the Mayor noted the fact that Mr. Earles has just retired after <br /> <br />serving 26 years as a member of the Martinsville Police Department, thanked him <br /> <br />for those years of service and presented him with a check as a token of the City's <br /> <br />appreciation for his services. <br /> <br />Mr. Norman J. Paulsen of the Martinsville-Henry County Regional Health office, <br /> <br />introduced Dr. Robert W. Hartley to Council, with the explanation that Dr. Hartley <br /> <br />is the new physician in charge of the Regional Health Agency, whereupon Council <br /> <br />welcomed Dr. Hartley to his new position and to the community. <br /> <br />In noting that on January 16, 1973, Martinsville will begin its second century as <br /> <br />an incorporated municipality, it was agreed that Council would meet in special <br /> <br />session, in Council Chambers, at 11:00 a.m. on January 16, 1973, to commemorate <br /> <br />this centennial event. Mayor West issued a public invitation to various specific <br /> <br />individuals and groups, in the hope that many would see fit to attend this very <br /> <br />special session of City Council. <br /> <br />In introducing consideration of a situation which had been a matter for discussion <br /> <br />at several recent meetings of Council, Mayor West said that possibly Council had <br /> <br />placed the City Attorney in an unusual position, in suggesting that he draw a more <br />
