<br />t <br />.l. <br /> <br />TUESDAY <br /> <br />OCTOBER 10, 1972 <br /> <br />--....--... <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, October 10, 1972, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />Mayor Francis T. West; Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. <br /> <br />Hobson; and Morton W. Lester. <br /> <br />,,- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular meeting <br /> <br />held September 26, 1972 and of its special meeting held October 6, 1972. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on <br /> <br />Mr. Earle W. Greene's application--filed with Council June 13, 1972--for a Special- <br /> <br />Use Permit to allow construction of an apartment complex on property owned by Mr. <br /> <br />George C. Salmons and located on the south side of East Church Street (Route 58 East) <br /> <br />and the east side of Salmons Street. There being no objections raised by anyone, <br /> <br />Council approved said application and issued said permit, subject to the conditions <br /> <br />attached thereto as recommended by the Planning Commission in its report thereon <br /> <br />dated September 7, 1972. <br /> <br />.-, <br /> <br />Mr. E. Leo Barker, representing the Executive Committee of the local Retail Merchants <br /> <br />Association, reported to Council that--although representatives of the Association <br /> <br />and officials of the City recently visited Mt. Airy, North Carolina, in connection <br /> <br />with the recently-suggested "free parking" in the downtown business district on a <br /> <br />trial basis--neither has his group as yet access to a poll of the downtown merchants <br /> <br />as to their wishes nor has his group been able to confer with the Planning Commission. <br /> <br />Council continued this matter to its October 24th meeting. <br />
