<br />{197 <br /> <br />TUESDAY <br /> <br />DECEMBER 13, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, December 13, <br /> <br />1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved the minutes of its regular meeting held <br /> <br />November 22, 1977. <br /> <br />In response to the petition filed September 14, 1977, by the D. H. Pannill Heirs, <br /> <br />requesting the rezoning from "R-911 to "P-211 of its property located at 623 East <br /> <br />Church Street, the Planning Commission recommended denial of said petition; <br /> <br />however, no action was required of Council inasmuch as petitioner formally <br /> <br />withdrew said petition. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinance--as recommended by the Finance Department--establishing or re-establishing <br /> <br />City policy governing utility service deposits and/or utility reconnection fees: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that: <br /> <br />- <br /> <br />(1) a deposit, equal to the City~s Utility Billing Division's <br />estimate of two months' utility service charges for any <br />customer applying for service, shall be required of such <br />applicant if applicant's credit rating is unestablished; <br />however, once such customers credit rating is satisfactorily <br />established and his payments of monthly utility service <br />charges have been made promptly, such deposit (without <br />interest) will be returned to such customer upon customer's <br />request; and <br />(2) a reconnection fee of $5.00 for electric service and/or $5.00 <br />for water service will be required of any customer whose utility <br />services, either or both, have been discontinued for non-payment <br />of utility service charges and such charges have become past-due. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, this <br />ordinance shall be in effect on and after date of passage. <br />
