<br />'86 <br /> <br />TUESDAY <br /> <br />NOVEMBER 15, 1977 <br /> <br />After some discussion and in acceptance of the City's Administration recommendation, <br /> <br />supported by Mr. Conrad Knight, Architect, viz., that revisions in the size and <br /> <br />construction materials (on which the bids were submitted) of the proposed building <br /> <br />be made so as to keep the cost thereof, including the architect's fee, within <br /> <br />available funds ($275,000.00), Council awarded the construction contract to Stanley <br /> <br />Bowles Construction Company, all members of Council--with the exception of Councilman <br /> <br />West, who voted against the motion to award the contract and proceed with construction <br /> <br />(but not against the contractor) for reasons set forth in previous discussions <br /> <br />concerning Federal grants--voting in the affirmative. <br /> <br />City Manager Noland called Council's attention to the forthcoming Sectional Meeting <br /> <br />of the Virginia Municipal League, scheduled for November 28, 1977, Salem, Virginia. <br /> <br />In connection with a recent memorandum from City Manager Noland to Council and certain <br /> <br />information attached thereto, concerning juvenile delinquency, which information has <br /> <br />also been forwarded to Judge J. English Ford, Judge of the City-County Juvenile & <br /> <br />Domestic Relations Court, Council concurred with the City Manager's suggestion that <br /> <br />Judge Ford be invited to discuss this matter with Council. <br /> <br />Mr. Ibn Abdul Farrakhen, Pastor of the local group of the World Community of AI-Islam <br /> <br />In-The-West, appeared before Council and requested that Council give consideration and <br /> <br />endorsement to this group's campaign to boycott the sale of toy weapons, especially at <br /> <br />Christmas-time. <br /> <br />Council was adjourned. <br /> <br />W. <br /> <br /> <br />Clerk of Council <br />
