<br />r:l:: <br />:tv <br /> <br />WEDNESDAY <br /> <br />SEPTEMBER 14, 1977 <br /> <br />- <br /> <br />What we are talking about, now, is the rezoning to commercial of a small <br />piece of land near the southeast corner of Spruce Street and Parkview Avenue <br />which is adjacent to the property which was zoned commercial over 16 years <br />ago. Assuming that the planned buffer areas will stand permanently, I do <br />not think that the rezoning of this small piece of property will affect <br />adjacent or abutting property values any more than the effect of the 1961 <br />zoning change which was made after a map was submitted calling for a 30,000 <br />square-foot store. <br /> <br />~- <br /> <br />The petitioners feel that they can do a better planning job from an <br />engineering and safety standpoint with the addition of the subject property. <br />The City Administration agrees. In view of this, it seems to me that the <br />highest and best use of this piece of property is logically to add to the <br />existing commercial land, so long as a buffer is left to provide a perpetual <br />screen from neighboring residences. <br /> <br />On the basis of these findings, I accept the recommendation of the <br />Planning Commission. <br /> <br />Upon motion, duly seconded, and with all members of Council--with the exception of <br /> <br />Councilman West, who abstained, for reasons set forth in prior proceedings on this <br /> <br />matter--voting in the affirmative, Council accepted the Planning Commission's recommendation <br /> <br />dated August 22, 1977, as hereinbefore incorporated, thereby effecting the rezoning <br /> <br />requested by Lanier Farm, with an appropriate ordinance--amending the City's Zoning Map to <br /> <br />so reflect--to be prepared by City Attorney Worthy for Council's enactment at its next <br /> <br />regular meeting. <br /> <br />After considering the three bids (of which only one was complete) recently received for the <br /> <br />- <br /> <br />purchase of the City's seven transit-type buses, for which invitations to bid were duly <br /> <br />advertised in appropriate publications, Council unanimously accepted the bid submitted by <br /> <br />Tri-State Transit Authority, of Huntington, West Virginia, in the amount of $18,900.00 for <br /> <br />the seven buses, noting that one-half of the proceeds therefrom are to be relayed to the <br /> <br />Federal Government (Urban Mass Transportation Administration) inasmuch as one-half of the <br /> <br />original cost of these buses was funded by said agency. <br />
