<br />55 <br /> <br />WEDNESDAY <br /> <br />SEPTEMBER 14, 1977 <br /> <br />under "Site 1" being contained in the presently-C-l-zoned area which is not large <br /> <br />enough to accommodate a supermarket of 27,500 square feet, as proposed under "Site <br /> <br />2", nor large enough to provide for adequate parking and service vehicles; and, <br /> <br />furthermore, would not offer traffic-and-pedestrian safety as would the proposed <br /> <br />"Site 2" development for which the requested rezoning of an area therein is being <br /> <br />sought. <br /> <br />Mr. Irving R. McGhee, Traffic & Planning Director for the City, after presenting <br /> <br />traffic count tabulations along the several area streets, with comparisons of <br /> <br />present "counts" with those of prior years, particularly before and after Brookdale <br /> <br />Road was closed for reconstruction, expressed the opinion that, with certain <br /> <br />street-and-traffic-controller design changes, the volume of traffic generated by <br /> <br />the "Site 2" development, along with the opening of Brookdale Road in the near future <br /> <br />and the usual traffic along Spruce Street, would present no problem from a traffic- <br /> <br />handling standpoint, meanwhile noting that the proposed development of the "Site 2" <br /> <br />plan would provide more safety to motorists than would the "Site 1" development. <br /> <br />Mr. George W. Brown, Assistant City Manager-Public Works Director, estimated that the <br /> <br />cost of necessary street and traffic-controller improvements would be approximately <br /> <br />$10,000.00, less the developer's share of $3,500.00; however, an alternate plan, by <br /> <br />which Spruce Street would be widened (by one lane) on the south side from Parkview <br /> <br />Avenue to Indian Trail, would cost $26,500.00, less the developer's share in the <br /> <br />amount of $4,300.00; and, in response to inquiry, Mr. Brown outlined the City's <br /> <br />policy pertaining to surface drainage along public rights-of-way as well as the City's <br /> <br />interest in assisting citizens in the providing for adequate drainage facilities along <br /> <br />private property, meanwhile indicating that the City's present drainage facilities are <br /> <br />deemed adequate for the area, including the proposed development by Lanier Farm of its <br /> <br />"Site 2" plan. <br />
