<br />?15 <br /> <br />AUGUST 23, 1977 <br /> <br />TUESDAY <br /> <br />Subdivision Ordinance or the City's Utilities Extension Ordinance, recommended that <br /> <br />the City enter into a contract or agreement with Mr. Lester under terms of the City's <br /> <br />Subdivision Ordinance. Council unanimously authorized the negotiating with Mr. Lester <br /> <br />for an agreement or contract under said Subdivision Ordinance. <br /> <br />City Manager Noland introduced Mr. Jon Michael Grubbs as the City's Administrative <br /> <br />Assistant, effective August 19, 1977. <br /> <br />..- <br /> <br />No action was required on Vice-Mayor Cole's inquiry concerning a recent letter <br /> <br />to Councilman Oakes from Mr. Owen R. Minter, pertaining to two City buses. <br /> <br />In acknowledging receipt of the August 18th letter from Mr. M. R. Draper, Secretary <br /> <br />& Treasurer of V. M. Draper Manufacturing Company, Inc., claiming a lack of fairness <br /> <br />in the City's utility tax rate formula as it applies to this industry, Council <br /> <br />directed that City Manager Noland review said utility tax rate formula to ascertain <br /> <br />if revisions thereof can be feasibly made and (if any) relief can be afforded this <br /> <br />industry or other electric customers of the City in similar circumstances, with a <br /> <br />report of the City Manager's findings to be submitted to Council. <br /> <br />.- <br /> <br />Vice-Mayor Cole, as a member of the Board of Directors of the recently-authorized <br /> <br />West Piedmont Criminal Justice Training Academy, reported on the August 17th <br /> <br />organizational meeting thereof, at which the City's Police Chief, Mr. F. A.
