<br />:50 <br /> <br />TUESDAY <br /> <br />AUGUST 23, 1977 <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, <br /> <br />a petition submitted by Lester Properties (a division of the Lester Group, Inc., <br /> <br />Mr. George W. Lester, II, Chairman of the Board) requesting the rezoning of <br /> <br />petitioner's property adjacent to Northside Drive and Dudley Street from "R-9 <br /> <br />Residential to "P-2 Professional". <br /> <br />Council acknowledged receipt of official notice by the Central Telephone Company <br /> <br />of Virginia of its recent filing with the State Corporation Commission an application <br /> <br />for tariff and/or telephone rate increases. <br /> <br />Council was apprised of the recent approval by the appropriate Federal agency of one <br /> <br />of three projects for which applications were recently filed for and on behalf of the <br /> <br />City, seeking Economic Development Administration funds to finance said projects, the <br /> <br />approved project being the widening and improving of a section of Commonwealth Boulevard <br /> <br />at an estimated cost of $250,000.00, with construction thereof required (as one of many <br /> <br />EDA funding conditions) to begin within ninety (90) days from date of notice of approval. <br /> <br />Council was informed by Assistant City Manager-Public Works Director George W. Brown <br /> <br />that the City will be able to comply with this requirement. <br /> <br />Council was apprised, also, of the conditional approval recently given the <br /> <br />Victor A. Lester subdivision on or near Smith Lake Road by the Planning Commission, <br /> <br />this being the same site and property for which Mr. Lester has previously sought a <br /> <br />Special-Use Permit to construct an apartment complex. Assistant City Manager-Public <br /> <br />Works Director George W. Brown, pointing out that the City would have certain <br /> <br />obligations in connection therewith under either of two procedures, viz., the City's <br /> <br />
