<br />424 <br /> <br />TUESDAY <br /> <br />JULY 26, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, July 26, 1977, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William <br /> <br />D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded, with the direction that City <br /> <br />Attorney Worthy's statement, regarding the Electoral Board's proposal that Voting <br /> <br />Precincts Nos. 1 and 6 be consolidated, be included--the minutes of its regular meeting <br /> <br />held July l2, 1977. <br /> <br />Commissioner of the Revenue D. B. Hanel called Council's attention to the urgent need <br /> <br />of taking action on his recommendation and/or request, as included in his 1977-78 budget <br /> <br />requests, that he be allowed to employ a Chief Deputy immediately and, if allowed, to <br /> <br />notify the State Compensation Board thereof by August 1, 1977 in order that, if concurred <br /> <br />in by said Board, the State of Virginia would share in the salary expense of said Chief <br /> <br />Deputy. Upon motion, duly seconded, and with Councilman Greene abstaining because of his <br /> <br />stated unfamiliarity with this subject matter, and with all other members of Council <br /> <br />voting in the affirmative, Council authorized the Commissioner of the Revenue to employ <br /> <br />a person as Chief Deputy to perform the duties outlined by the Commissioner in his <br /> <br />presentation. <br /> <br />Council acknowledged the presence of Detective Lieutenant Dorsey L. ("Jimmy") Nance and <br /> <br />presented him with a token of appreciation in recognition of his long and faithful <br /> <br />service as a member of the City's Police Department, being from May 1, 1943 to July 3l, <br /> <br />1977, on which latter date he will retire. <br />
