Ql TUESDAY JULY l2, 1977 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, July 12, 1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. After the invocation, Council approved--as recorded--the minutes of its regular meeting held June 28, 1977, meanwhile directing that the term "Welfare Advisory Board", as referred to in said minutes, be changed to "Welfare Administrative Board". Council continued to a future meeting its consideration of nominating or appointing a member, as the City's representative, to the Environment Committee of the West Piedmont Planning District Commission. Upon motion, duly seconded and unanimously carried, Council adopted the following two ordinances, as placed on first reading June 28, 1977, amending Sections lO-l02 and 10-117 of the City Code, exempting--under certain conditions--citizens from the payment of fines, if cited therefor, while performing specified public service for the City of Martinsville or the County of Henry: - BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held July l2, 1977, that Section 10-102 of the Code of the City of Martinsville, Virginia (1971, and as amended) be and is hereby amended by adding thereto the following: Any person who receives a citation for violation of this section, while performing a specified public service for a Martinsville City or Henry County department, agency or court, or as a member of a duly-established Martinsville City or Henry County commission,
