08 TUESDAY JUNE 2l, 1977 time restrictions attached to the use of the EDA grant--outside engineering assistance probably will be required in order to meet Federal requirements relating to the filing of an application and to the date on which actual construction shall have begun. Assistant City Manager-Public Works Director George W. Brown apprised Council of other details of the EDA requirements, with special emphasis on the facts that costs incurred by the City in connection with these projects prior to grant approval of the EDA are not reimbursable from EDA funds and (that) the alignment of the proposed Mulberry Road extension will seriously affect the present usage of Brown Street Field and, therefore, consideration and planning should be directed to providing alternate recreational facilities. Upon Councilman Greene's motion, seconded by Councilman Oakes, Council unanimously selected and approved the foregoing three projects in the order listed, with $85,000.00 from presently available local funds, if needed, to be allocated to the cost of these projects and $40,000.00 from Revenue-Sharing funds, if then needed, to be allocated thereto, meanwhile authorizing (a) Mayor Hobson and/or City Manager Noland to execute such documents as may be required to obtain and use the EDA's $600,000.00 grant and (b) the employing of such outside engineering assistance as may be required therefor. Upon motions by Councilman Oakes, seconded by Councilman Greene, Council unanimously directed that (1) the City's administrative personnel recommend to Council an alternate project in the event one of the foregoing three projects does not quality for Federal EDA funding and (2) the City's administrative personnel study--for
