<br />4C <br /> <br />TUESDAY <br /> <br />JUNE 21, 1977 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, June 21, 1977, in the Council <br /> <br />Chamber, City Hall, beginning at 4:00 P.M., for the purpose of considering and/or <br /> <br />taking action upon a grant of $600,000.00 from the Federal Government's Economic <br /> <br />Development Administration, as referred to in Council's meeting held June 14, 1977. <br /> <br />With the exception of Councilman Francis T. West, all members of Council were present, <br /> <br />viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; <br /> <br />-- <br /> <br />and 1. D. Oakes. <br /> <br />City Manager Noland recommended that Council designate the following projects to be <br /> <br />constructed and financed from the EDA allocation or grant, with any required excess <br /> <br />(of such grant amount) to be financed from local funds, as follows: <br /> <br />"- <br /> <br />(l) the widening (to four lanes) and improving of Commonwealth <br />Boulevard westward, from its present four-lane terminus, to <br />the City's west corporate limits, at an estimated cost of <br />$225,000.00; <br />(2) the extending of Mulberry Road from Cleveland Avenue diagonally <br />across Brown Street Field to a point on Brown Street just west <br />of Ellsworth Street, at an estimated cost of $200,000.00, for <br />which little or no right-of-way acquisition will be required; <br />and <br />(3) the constructing of an office building for the City's Social <br />Services Department, at an estimated cost of $300,000.00, <br />noting that a joint operation of this department with its <br />Henry County counterpart, as had been considered, is not <br />feasible. <br /> <br />The City Manager proposed that the difference between the total estimated cost of <br /> <br />$725,000.00 for these three projects and the EDA grant of $600,000.00, or $125,000.00, <br /> <br />be financed with the City's thoroughfare construction funds available in the amount <br /> <br />of $85,000.00 and some $40,000.00 (and up to $100,000.00, contingent upon contract <br /> <br />costs) to be appropriated when needed.
