<br />qC <br /> <br />TUESDAY <br /> <br />JUNE 14, 1977 <br /> <br />Council continued to a subsequent meeting the considering of the question as <br /> <br />to whether it should adopt an ordinance to regulate "meter feeding." <br /> <br />...-. <br /> <br />Upon recommendation and motion by Councilman Oakes, with the motion seconded by <br /> <br />Councilman West, Council unanimously authorized, effective July l, 1977, each <br /> <br />City employee with five years continuous service with the City to take a one-day <br /> <br />holiday during the month in which such employee's birthday occurs, with City <br /> <br />Manager Noland noting that an appropriate amendment to the City's Employee <br /> <br />Manual (to reflect this action) is to be prepared for Council's consideration <br /> <br />and adoption. <br /> <br />Also, upon recommendation and motion by Councilman Oakes, seconded by Councilman West, <br /> <br />Council unanimously requested the City's Planning Commission to study the feasibility <br /> <br />of establishing "apartment zones" within the City. In response to this action, Planning <br /> <br />Commission Chairman James H. Ford informed the Council that the Commission is agreeable <br /> <br />to studying such feasibility but would prefer guidelines and would also desire an <br /> <br />opinion from the City Attorney as to the legality of establishing such "apartment zones." <br /> <br /><.-. <br /> <br />Upon recommendation of City Manager Noland, Council approved and authorized the transfer <br /> <br />of the duties and office of the City's Purchasing Agent from the jurisdiction of the <br /> <br />Finance Director to that of the City Manager, including central warehousing, to establish <br /> <br />such duties and office separate from and independent of other City departments, for which <br /> <br />an ordinance or ordinances--to amend the City Code--will be prepared for Council's formal <br /> <br />adoption in the near future. <br />
