<br />39 <br /> <br />TUESDAY <br /> <br />JUNE 7, 1977 <br /> <br />Also, upon motion (by Councilman Greene, duly seconded by Councilman Oakes, and unanimously <br /> <br />carried), Council directed that the Electric Department's 1977-78 expansion program request <br /> <br />be increased by $50,000.00 in preparation for that department's anticipated system <br /> <br />improvement or generation program for which $l,OOO,OOO.OO is reported will be required <br /> <br />within the next five years. <br /> <br />Council also heard from Police Chief Frank A. Gard, Sr., Fire Chief John Lloyd Gregory, <br /> <br />and City Manager Noland on their needs, respectively, for the adding of a secretary to the <br /> <br />Police Department, a secretary to the Fire Department, and an administrative assistant for <br /> <br />the City Manager, as proposed and included in the recommended 1977-78 City Budget. <br /> <br />Mr. D. B. McCullough, of 712 Parkview, called Council's attention to the possibility <br /> <br />thatt by constructing sidewalks in walking-distance areas of Martinsville Senior High <br /> <br />School, the need for bussing (and the costs thereof) students from these areas to the <br /> <br />high school could be reduced. <br /> <br />In connection with current budgetary matters, the following letter (dated June 3, 1977) <br /> <br />from Councilman West to City Manager Noland and the following statement by Councilman <br /> <br />Greene are included in these minutes, as follows: <br /> <br />,- <br /> <br />Dear Mr. Noland: <br /> <br />I wish to commend you for submitting a proposed budget which exceeds last <br />year's revised budget by 4.6% - no more than inflation increase. While I realize <br />your proposal of $l6,674,532 does not include cost-of-living increases for city <br />employees, I believe your proposed budget should not rise more than 4.6% even <br />with a reasonable cost-of-living increase for employees. As a matter of fact, I <br />herewith suggest and recommend that this salary increase be 6%, an aggregate - by <br />your estimate - of approximately $l92,000.
