J94 TUESDAY JUNE 7, 1977 A special meeting of the Council of the City of Martinsville, Virginia, held pursuant to Council's action taken during its special meeting held May 31, 1977, for the purpose of continuing its study of the City Manager's proposed 1977-78 City Budget, was held Tuesday, June 7, 1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. Specific items (in the proposed 1977-78 City Budget) discussed were: (l) Social Services Department, with its Director (Mrs. Mabelle S. King) informing Council that a large portion of the department's Day-Care Center budget is included and duplicated in the department's administrative budget section; (2) the recommended adding of a full-time drafting technician to the City's engineering division staff, whose duties would include tax mapping for the office of the Commissioner of the Revenue, which mapping would otherwise require the services of a private engineering firm; (3) the adding (from the General Fund's Reserve for Contingencies account) of $1,000.00 to the Parks & Playgrounds budget to provide funds for stablizing an access road into the Oak Street play area; (4) the proposed adding of an Inspector-Trainee to the staff of the Building Inspection office, whose duties would include the assisting in the enforcing of the recently-adopted water cross-connections ordinance, with Council requesting a progress report on "commercial- industrial" installations; (5) Refuse Collection -- requesting that the City's administration study--for report back to Council--the feasibility of contracting for this service; (6) the encumbering of $20,000.00 of Anti-Recession funds for 1977-78 street resurfacing; (7) the transferring of the school student transportation system to the City School System, with determination yet to be made of the amount of appropriation required to be added to the School Budget for this operation; (8) the mandated addition of personnel for both the City's water treatment plant and sewage treatment plant; (9) the adding of $l61. 00 to the "Chapter lO Board" budget request for 1977-78; and (10) the increase from year-to-year in the Regional Library budget.
