<br />J94 <br /> <br />TUESDAY <br /> <br />JUNE 7, 1977 <br /> <br />A special meeting of the Council of the City of Martinsville, Virginia, held pursuant <br /> <br />to Council's action taken during its special meeting held May 31, 1977, for the purpose <br /> <br />of continuing its study of the City Manager's proposed 1977-78 City Budget, was held <br /> <br />Tuesday, June 7, 1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />Specific items (in the proposed 1977-78 City Budget) discussed were: <br /> <br />(l) Social Services Department, with its Director (Mrs. Mabelle S. King) <br />informing Council that a large portion of the department's Day-Care <br />Center budget is included and duplicated in the department's <br />administrative budget section; <br />(2) the recommended adding of a full-time drafting technician to the <br />City's engineering division staff, whose duties would include tax <br />mapping for the office of the Commissioner of the Revenue, which <br />mapping would otherwise require the services of a private <br />engineering firm; <br />(3) the adding (from the General Fund's Reserve for Contingencies <br />account) of $1,000.00 to the Parks & Playgrounds budget to provide <br />funds for stablizing an access road into the Oak Street play area; <br />(4) the proposed adding of an Inspector-Trainee to the staff of the <br />Building Inspection office, whose duties would include the assisting <br />in the enforcing of the recently-adopted water cross-connections <br />ordinance, with Council requesting a progress report on "commercial- <br />industrial" installations; <br />(5) Refuse Collection -- requesting that the City's administration <br />study--for report back to Council--the feasibility of contracting for <br />this service; <br />(6) the encumbering of $20,000.00 of Anti-Recession funds for 1977-78 <br />street resurfacing; <br />(7) the transferring of the school student transportation system to <br />the City School System, with determination yet to be made of the <br />amount of appropriation required to be added to the School Budget <br />for this operation; <br />(8) the mandated addition of personnel for both the City's water <br />treatment plant and sewage treatment plant; <br />(9) the adding of $l61. 00 to the "Chapter lO Board" budget request for <br />1977-78; and <br />(10) the increase from year-to-year in the Regional Library budget. <br />
