~88

TUESDAY

MAY 3l, 1977

3. State Approved School Busses Used to Transport Pupils:

According to Mr. Hopkins, the present school bus operation
consists of the following busses:

19 yellow school busses
2 Transit blue busses
o spare busses
2l total busses

Two new 54 passenger yellow busses are in the 1977 City Budget,
and three new yellow busses are budgeted for 1978 bringing the
total to 24 yellow busses. Current plans are to retire two
busses, bringing the total to 22 of which 2l busses are needed
for daily runs and one to be used as reserve.

According to Mr. Bynum, none of the city's 2l school busses are
currently state approved; however, Mr. Noland says that he
enV1Slons no problems getting state approval because the busses
were purchased according to state guidelines.

Presently, 3 school busses make 3 runs and 18 busses make 2
runs in the morning. In the afternoon, one bus makes one trip,
one makes tree trips and 19 make two trips. Mr. Bynum states
that a community should aim for three runs per bus in the
morning and three runs per bus in the afternoon in order to
operate at the lowest cost possible.

Mr. Hopkins estimates that if ridership increases to 3079
average daily students. it will be necessary to use all 24 of
the busses. Two of the busses, now scheduled for retirement,
will have to be repaired.

The increased ridership will cause three major problems: (1)
some parents and children will be inconvenienced because children
will have to go to school earlier and return home later due to
the fact that most busses will make three runs; (2) operating
costs will increase (discussed later); (3) the School Board may
have to delay some school openings and the four elementary schools
may have to again operate on split schedules. Presently, eleven
of the twenty-one drivers work other jobs until 7:00 A.M. and
drive at 7:15. Three runs will be impossible to complete, in some
cases, between 7:l5 A.M. and 8:00 to 8:30, when schools open.

Summary:

Minimum forecast
Maximum forecast .

. 2l state approved busses
24 state approved busses

"- ~>--~"---~-"---"-,_._.._._---"--~~-_._---"._._~-,._-_.-,.-
