Mr. Wright pointed out, too, <br /> <br />that his firm's recommendations include the funding of a capital improvements program <br /> <br />of $278,000.00, 80% of which would be financed by the Federal Government's Urban <br /> <br />Mass Transit Administration (or $223,040.00), 17% by the Commonwealth of Virginia <br /> <br /> <br />(or $47,396.00), and 3% by the City (or $8,364.00) necessary to carrying out the <br /> <br />consultant's proposed and revised public transit system. Following some discussion <br /> <br /> <br />and comments by members of Council. analyzing the "pros" and "cons" of this matter, <br /> <br />and upon motion by Councilman West, seconded by Councilman Greene. that the City <br /> <br />discontinue its public transit operations as expeditiously as is possible, hopefully by <br /> <br />July 1, 1977, Council voted to so discontinue said operations, with Councilmen West, Greene <br /> <br />and Oakes voting in the affirmative on the motion carried, and with Mayor Hobson and <br /> <br />Vice-Mayor Cole voting against the motion. Meanwhile, Council referred to City Manager <br /> <br />Noland, for inquiry, the status of the City's contract with the Federal Government's <br /> <br />Urban Mass Transit Administration pertaining to the seven public transit buses purchased <br /> <br />in 1967 (see Council Minute Book No. 18, page l35, meeting of January 30, 1967) on a 50-50 <br /> <br />basis with said agency, especially as to the City's obligation, if any. to said agency <br /> <br />should these buses be disposed of; and, also, the status of such City employees as may be <br /> <br />affected by the discontinuance of the public transit system. <br /> <br />City School Board Chairman W. K. Putney and School Superintendent Dr. James E. Calkins <br /> <br />presented, on behalf of the Martinsville City School Board, said Board's budget request <br /> <br />for the year 1977-78, being in the total amount of $4,236,313.00, excluding debt service <br /> <br />and pupil transportation costs, for which it is estimated that the City will receive a <br /> <br />total of $1,343,262.00 in State aid and local non-tax funds, these figures having been <br /> <br />revised and/or updated from these presented at the joint meeting of City Council and the <br />
