<br />36 <br /> <br />TUESDAY <br /> <br />APRIL 26, 1977 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi11e, <br /> <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, April 26, 1977, <br /> <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry <br /> <br />A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held April l2, 1977 and of its special meeting held April 25, 1977. <br /> <br />Continuing (from Council's meeting of April 12, 1977) its consideration of whether <br /> <br />to authorize the filing of a final application for Federal ilimmunity Development <br /> <br />funds to finance the cost of constructing a street to connect Pony Place with West <br /> <br />Fayette Street (Route 57 West), upon motion (duly seconded and by a recorded <br /> <br />unanimous vote) Council convened into an Executive Session, pursuant to Section <br /> <br />2.1-344 of the CODE OF VIRGINIA (1950, and as amended), to be briefed by City Attorney <br /> <br />Worthy and City administrative officials on the status of negotiations for right-of- <br /> <br />way required to construct this connector street. Upon convening into regular <br /> <br />session, Council was informed that the owners of the required right-of-way, through <br /> <br />Mr. William B. Muse (also a owner), have submitted their offer to sell said right-of- <br /> <br />way to the City for the sum of $5,750.00, on which property the City's representatives <br /> <br />have placed a value of $l,OOO.OO and had included same in their estimate of the cost <br /> <br />of constructing the connector street and in the pre-application for the Federal grant <br /> <br />of $8,500.00. The need for constructing this street was reviewed--as had been previously <br /> <br />cited--by various members of Council, noting that such a street would provide an <br /> <br />alternate outlet to the present single outlet deemed hazardous, expecia1ly during <br /> <br />emergency conditions, which need has previously been concurred in by the City's <br /> <br />Plamning Commission.
