<br />;62 <br /> <br />APRIL 4, 1977 <br /> <br />MONDAY <br /> <br />In connection with certain matters pertaining to personnel and, also, to <br /> <br />the aforementioned contractual negotiations with Appalachian Power Company, <br /> <br />and pursuant to certain relevant sections of Section 2.l-344 of the CODE <br /> <br />OF VIRGINIA (1950, and as amended), and by a recorded vote, unanimous of <br /> <br />Councilmen present, Council convened into an Executive Session to discuss <br /> <br />and/or be briefed on these matters. Following this Executive Session, <br /> <br />Council reconvened into regular (special) session and announced that such <br /> <br />discussions and briefing had taken place, with no action required thereon by <br /> <br />Council at this time. <br /> <br />Because of the urgency of a matter not initially included in the purposes <br /> <br />for which this special meeting was called, Council--upon motion, duly <br /> <br />seconded and unanimously carried (of those members present)--voted to <br /> <br />consider such matter, viz., whether to authorize the execution of a letter <br /> <br />of agreement with the First Baptist Church of East Martinsville, whereby <br /> <br />said church will be permitted to erect a sign on City right-of-way. Upon <br /> <br />motion, duly seconded and unanimously carried (of those Council members <br /> <br />present), Council authorized the executing of said letter of agreement by <br /> <br />Assistant City Manager-Public Works Director George W. Bvown, on behalf of <br /> <br />the City, subject to compliance by said church with applicable City <br /> <br />regulations and, also, subject to removal of said sign by said church, if and <br /> <br />when requested by the City. <br /> <br />Council was adjourned. <br /> <br />W.
