<br />3.6 <br /> <br />MONDAY <br /> <br />APRIL 4, 1977 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Monday, April 4, 1977, in the <br /> <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., for the purposes of (1) giving <br /> <br />further consideration to a proposed updating of the City's Classification-and-Pay <br /> <br /> <br />Plan (i.e., Merit Pay Plan), as presented to Council at its March 22nd meeting by <br /> <br />the City's personnel consultants (Municipal Advisors, Inc.); and (2) discussing the <br /> <br />status of on-going negotiations with Appalachian Power Company toward a new <br /> <br />wholesale power supply contract between APCo and the City. All members of Council <br /> <br />were present, with the exception of Vice-Mayor William C. Cole, Jr., who was out <br /> <br />of town, viz., William D. Hobson, Mayor; Barry A. Greene; L. D. Oakes; and Francis <br /> <br />T. West. <br /> <br />Consideration by Council of the proposed merit-pay plan included a discussion of <br /> <br />the question of whether to include personnel of the Social Services Department <br /> <br />in such a plan, as posed by City Manager Noland in his April lst memorandum to <br /> <br />Council, as well as the question of whether to provide in such a plan, if adopted. <br /> <br />incremental steps of two and one-half per cent in lieu of the five-per-cent steps <br /> <br />suggested by the personnel consultants. Council also heard from several department <br /> <br />heads on several facets of the proposed merit-pay plan, indicating general support <br /> <br />of such a plan but, perhaps, with certain modifications. Council deferred action <br /> <br />on the question of whether to include Social Services Departmental personnel in <br /> <br />a merit plan, if adopted for the City; then, upon motion (by Councilman West, <br /> <br />seconded by Councilman Greene), Council (by a unanimous and affirmative vote of <br /> <br />Councilmen present) adopted a merit-pay system, with incremental steps of two and <br /> <br />one-half per cent, effective July 1, 1977, with the understanding that criteria <br /> <br />and procedures for the administering of such a plan will be developed. <br />
