<br />354 <br /> <br />TUESDAY <br /> <br />MARCH 22, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, March 22, <br /> <br />1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held March 8, 1977. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on the Planning Commission's recently-submitted recommendations that certain <br /> <br />sections of the City's Zoning Ordinance be amended to revise and/or provide <br /> <br />regulations relating to outside storage of materials and the screening thereof <br /> <br />within the City. There being no objections registered by anyone, Council unanimously <br /> <br />adopted the following ordinances amending portions, as specified hereinafter, of <br /> <br />Sections II, IV, and V of said Zoning Ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, in regular <br />meeting assembled, that the Zoning Ordinance of the City of Martinsville, <br />Virginia, be--and is hereby--amended, as follows: <br /> <br />(SECTION II. DEFINITIONS) <br />(Between "Structure" and "Tourist Court" add:) <br /> <br />Screening. Where screening for outside storage area is required <br />it shall consist of a fence a minimum of seven feet high constructed <br />of noncombustible material and providing ninety percent obscurity to <br />vision from public view along the frontage, side line(s), and rear <br />line when it abuts a public street or alley, or residential property. <br /> <br />Storage, Outside. Outside storage shall mean the storage, outside <br />a building, of new stock for sale, used material including appliances, <br />used-inoperative vehicles, machinery and parts, and all other material <br />requiring semi-permanent storage outside. This definition shall not <br />include new and used vehicles and/or accessories which are operative and <br />for sale, the daily display of goods and/or merchandise outside but <br />taken in at the close of business and seasonal merchandise such as plants, <br />fertilizer and bagged mulching material. <br />
