<br />34 <br /> <br />TUESDAY <br /> <br />FEBRUARY 1, 1977 <br /> <br />(6) Social Services: <br />Mrs. Mabelle S. King, Director of the City's Social <br />Services Department informed Council that the <br />State Department of Public Welfare is providing <br />some emergency assistance funds for those who <br />qualify; that local churches and other agencies <br />are providing assistance; and, that there might <br />be a number of families who, not heretofore <br />eligible for food stamps or (who) have not <br />heretofore applied, might now qualify for food <br />stamps. <br />(7) City's Energy Policy: <br />City Manager Noland was instructed to prepare and <br />present (in writing) an official energy conservation <br />program, for the current emergency as well as for <br />a long-term approach. <br /> <br />Mr. A. L. Aydlett, Jr., Executive Vice President of the Martinsville-Henry <br /> <br />County Chamber of Commerce, expressed reservation about the aforementioned <br /> <br />order of the State Corporation Commission and urged that every effort be <br /> <br />exerted to "keep local industry going" that employees be continued in their <br /> <br />jobs or, in other words, to keep the local economy stable; and, to that <br /> <br />end, urged Council to support the position of Southwestern Virginia Gas <br /> <br />Company before the State Corporation Commission. <br /> <br />Vice-Mayor Cole, commenting on the accomplishments of this meeting, urged <br /> <br />Council to create an emergency energy committee to serve in an advisory <br /> <br />capacity to the City's administration during the current emergency, the <br /> <br />purpose of said committee being (1) to interpret Governor Godwin's <br /> <br />Emergency Executive Order; (2) to find ways and means for Martinsville and <br /> <br />its citizens to conserve energy; and (3) to keep the citizens informed on <br /> <br />this situation. Upon motion, duly seconded and unanimously carried, the <br /> <br />formation of such a committee was authorized, consisting of the following: <br />
