<br />332 <br /> <br />TUESDAY <br /> <br />FEBRUARY 1, 1977 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsvi11e, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, February <br /> <br />1, 1977, in the Council Chamber, City Hall, beginning at 2:00 P.M. for the <br /> <br />purpose of discussing the current energy emergency and taking such actions <br /> <br />in connection therewith as deemed necessary. All members of Council were <br /> <br />present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, and following the stated purpose of this meeting, <br /> <br />viz., to consider the local energy emergency as well as the aspects thereof <br /> <br />as related to the "Emergency Executive Order No.1" issued statewide on <br /> <br />Saturday noon, January 29, 1977, by the Honorable Mills Godwin, Governor of <br /> <br />the Commonwealth of Virginia. As to local energy conditions and <br /> <br />emergencies, Council discussed the following topics and received appraisals <br /> <br />of these conditions and emergencies from the following spokesmen: <br /> <br />(1) Natural Gas Supply: <br />(a) Mr. Allan McClain, Vice President & General Manager,. <br />who indicated that, with complete cooperation by <br />its customers toward restricting natural gas <br />usage, in compliance with Governor Godwin's <br />Executive Order, current levels of supply by <br />SW Virginia Gas to its customers are expected <br />to be maintained. During the course of this <br />meeting, Mr. McClain was notified that the State <br />Corporation Commission had extended its order <br />issued January 27, 1977, which then applied to <br />eastern Virginia, to apply to all natural gas <br />distributors in Virginia whereby gas service to <br />all Priority 3 customers (industries, etc.) <br />would be restricted to bare maintenance levels. <br />Mr. McClain urged all energy users to comply <br />with Governor Godwin's Executive Order and, also, <br />offered assistance to the City in monitoring <br />those users directly affected and restricted by <br />said Executive Order. <br /> <br />* Southwestern Virginia Gas Company <br />
