<br />'" 01 <br />tl . <br /> <br />TUESDAY <br /> <br />DECEMBER 14, 1976 <br /> <br />,,- <br /> <br />Federal grant for the purchase and operation of a van for senior <br /> <br />citizens), and upon motion by Councilman Greene, duly seconded, with <br /> <br />Mayor Hobson and Councilmen Greene and Oakes voting in the affirmative <br /> <br />and with Vice-Mayor Cole and Councilman West voting in the negative, <br /> <br />Council authorized the applying for addition Federal funds toward the <br /> <br />cost of renovating subject property for the senior citizens, with the <br /> <br />understanding or condition that there will be no cash outlay by the <br /> <br />,-,. <br /> <br />City in the cost of such renovations. <br /> <br />In response to Council's request from its November 23rd meeting, City <br /> <br />Manager Noland presented the following report pertaining to the City's <br /> <br />policy on employing relatives of City employees, as stated in Section <br /> <br />8-3.3 of the City's Employee Manual, recommending that said policy be <br /> <br />retained but suggesting an alternative amendment should council wish <br /> <br />to relax the present restrictions: <br /> <br />As a result of the issue raised publicly at the last <br />Council meeting, I have met at length with the eight <br />Department Heads, and we had a full and free discussion <br />of the issue. <br /> <br />- <br /> <br />We feel it to be unfortunate that an individual was <br />publicly identified--rather, this should be purely a <br />policy consideration with no particular individual <br />in mind. Also, our discussion took place without <br />knowing what any legal opinion might hold. <br /> <br />There was agreement that there now exist certain <br />personnel administration problems which would not <br />exist if the present official policy as to employment <br />of relatives had been the policy for a good number <br />of years. In short, we feel that the present policy <br />is in the best interest of the City. <br /> <br />We were in firm agreement that public sector employment <br />is considerably different from that in the private sector, <br />
