<br />294 <br /> <br />TUESDAY <br /> <br />NOVEMBER 23, 1976 <br /> <br />including the need for such a van as well as the usage of same, the ratio of <br /> <br />emphasis on the Senior Citizens program to that of the City's general <br /> <br />recreational programs, the availability of present City-owned equipment to <br /> <br />provide this service, and the indication by Mr. Benton S. Blackard, of <br /> <br />Yellow Cabs, that private enterprise would desire the opportunity of <br /> <br />providing transportation of senior citizens, either as is presently done or <br /> <br />under an alternative arrangement. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the <br /> <br />following resolution, for reasons set forth therein, requesting that the <br /> <br />Virginia Department of Highways & Transportation give early consideration <br /> <br />toward the widening and improving of Route 108 (Liberty Street) northward <br /> <br />from its intersection with Clearview Drive (85%-15% basis): <br /> <br />WHEREAS, Virginia Primary Route No. 108 (also known as <br />Liberty Street within the City of Martinsville), from <br />its intersection with Clearview Drive in the City of <br />Martinsville and extending northward into Henry County, <br />is so extensively used by motor vehicle traffic as to <br />warrant major improvements thereto to accommodate the <br />volume and flow of said traffic, in evidence of which <br />the following information is submitted: <br /> <br />Said Route 108, including said Liberty Street within <br />the City of Martinsville and extending fromClearview <br />Drive northward into Henry County, is the principal <br />access street to and from Martinsville for the many <br />citizens who reside in North Martinsville and in the <br />northern section of Henry County and, in addition, is <br />used more and more by citizens residing in other <br />areas of these two jurisdictions as a more direct <br />route to: <br />(1) Memorial Hospital of Martinsville & Henry <br />County, located off Commonwealth Boulevard <br />which intersects with Route 108 (Liberty <br />Street) and, also, intersects with Northside <br />Drive, an alternate access to said Route 108 <br />(Liberty Street) near Clearview Drive; <br />
