Voting for Mr. Sutton were Councilmen West and Oakes; and, voting

for Mr. Cole were Vice-Mayor Hobson and Councilman Greene. A majority

vote for either nominee not having been obtained, the nominations were

re-opened, with Councilman West nominating Mr. J. Pat Sutton and

Councilman Greene nominating Mr. W. C. Cole, Jr. Following comments

by Councilmen West and Greene as to the qualifications of the respective

nominees, Council received comments from several citizens present,

--

advocating the appointing by Council of Mr. Sutton, and, also, from

another citizen who pointed out that, if consideration of nominees is

to be limited to the May 4th candidates now eligible for appointment,

Mr. John R. McCraw, Jr., was also a candidate. Voting for Mr. Sutton

were Councilmen West and Oakes; and, voting for Mr. Cole were

Vice-Mayor Hobson and Councilman Greene. After some discussion, Council

authorized City Attorney Worthy to initiate proceedings by which Council

might request the 1976 Virginia General Assembly to amend the City's

Charter whereby the Council, when it is unable to fill a vacancy on the

Council in the manner now prescribed by the City Charter, and the Charter

being silent on alternative procedures, some "relief" measure will be

available.

,..--

Council was adjourned.

W. ~~ :~~~n, Clerk of Council
)

,'-
