<br />2~~ <br /> <br />MONDAY <br /> <br />NOVEMBER 1, 1976 <br /> <br />Pursuant to an authorizing action taken by Martinsville City Council <br /> <br />during its regular meeting held October 26, 1976, a special meeting <br /> <br />of said Council was held Monday, November 1, 1976, in the Council <br /> <br />Chamber, City Hall, beginning at 9:00 A.M., for the purpose of <br /> <br />considering the filling and/or filling the vacancy on Council resulting <br /> <br />from the resignation of Mayor-Councilman G. S. Fitz-Hugh, Jr., effective <br /> <br />October 31, 1976, as well as reorganizing the Council in the event the <br /> <br />vacancy is filled. All members of Council were present, viz., <br /> <br />William D. Hobson, Vice-Mayor, presiding; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />After the stating of the purpose of this meeting by Vice-Mayor Hobson <br /> <br />and the reading of a portion of Section 2 of Chapter 2 of the City Charter, <br /> <br />the latter setting forth the procedure by which a vacancy on Council may <br /> <br />be filled, Vice-Mayor Hobson invited nominations from the Council for the <br /> <br />vacancy. Councilman West nominated Mr. J. Pat Sutton, a candidate in the <br /> <br />Councilmanic election held May 4, 1976. There being no other nominations, <br /> <br />the nominations were unanimously closed by motion, duly seconded. Voting <br /> <br />for Mr. Sutton were Councilmen West and Oakes. Not voting were Vice-Mayor <br /> <br />Hobson and Councilman Greene; thus, a majority vote was not obtained. <br /> <br />Upon motion, duly seconded and unanimously carried, the call for <br /> <br />nominations was re-opened, with Councilman West nominating Mr. J. Pat <br /> <br />Sutton and with Councilman Greene nominating Mr. W. C. Cole, Jr. <br /> <br />Upon motion, duly seconded and unanimously carried, the nominations were <br />
