<br />2C2 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1976 <br /> <br />Mrs. Pat Webb Brickson and her mother, Mrs. Francis R. Webb of 726 Orchard <br /> <br />Street, appeared before Council and inquired as to procedures by which <br /> <br />the recently-enacted Dog Leash Law (Ordinance) might be rescinded and/or <br /> <br />amended and, also, as to a dog owner's recourse in the event--as <br /> <br />Mrs. Erickson has twice experienced--a citation is issued by the Dog Warden <br /> <br />for allowing a dog to be unleashed or to be off the owner's property, <br /> <br />meanwhile suggesting or recommending that the ordinance be amended to allow <br /> <br />dogs to be unconfined during certain hours. Members of Council responded <br /> <br />that, contrary to individual preferences in instances, the Dog Leash Law <br /> <br />(Ordinance) was enacted to comply with the majority mandate of the citizens <br /> <br />voting in the referendum on this question held May 4, 1976 and, further, <br /> <br />that Council is unwilling to consider amending the ordinance until, if then, <br /> <br />the ordinance has been in force for at least a year. <br /> <br />Mr. D. B. McCullough, of 712 Parkview Avenue, suggested that Council might <br /> <br />wish to consider, as other municipal governments in other states have <br /> <br />considered, requiring all employees of the City to reside within the City's <br /> <br />corporate limits. <br /> <br />Council was adjourned. <br /> <br />W.
