<br />"I) <br />0~..: <br /> <br />TUESDAY <br /> <br />JULY 27, 1976 <br /> <br />Pursuant to Council's recent invitation, area representatives to the 1976 <br /> <br />Virginia General Assembly (being Senator Virgil H. Goode, Jr., and Delegates <br /> <br />A. L. Philpott, Garry G. DeBruhl, and Claude V. Swanson) appeared before Council <br /> <br />and discussed with Council the financial effect upon the City of certain mandated <br /> <br />programs, as set forth in a tabulation prepared by City Manager Noland, with <br /> <br />Council emphasizing that it is not critical of either the legislators or the goals <br /> <br />.- <br /> <br />of such programs, although in one specific program or mandate the employment of <br /> <br />additional personnel (for the City's water treatment plant) is deemed an entirely <br /> <br />unnecessary expense imposed on theCky. Further discussion revealed that most of <br /> <br />the so-called mandated programs evolve from Federal mandates of state governments <br /> <br />and are passed on by state governments to local jurisdictions in order to qualify <br /> <br />both the state governments and the local governments for Federal financial <br /> <br />assistance. Meanwhile, Delegate Philpott indicated that the Commonwealth of Virginia <br /> <br />is in a serious financial plight because funds appropriated by the General Assembly <br /> <br />are predicated upon unrealistic revenue estimates supplied by the several State <br /> <br />agencies and, consequently, the localities may in 1976-77 expect a reduction--as <br /> <br />the Governor of Virginia ordered last year--in anticipated funds from the State. <br /> <br />Council expressed its appreciation to these representatives for their appearing <br /> <br />before Council and discussing these matters with Council. <br /> <br />,.- <br /> <br />Upon recommendation of the City's administrative staff, Council (upon motion, duly <br /> <br />seconded and unanimously carried) adopted the following ordinance revising fees for <br /> <br />connections to the City's water and sewer systems: <br /> <br />BE IT ORDAINED BY THE Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this twenty-seventh day of July, 1976, that the <br />schedule of fees (heretofore established pursuant to Section 17-20 of the <br />Code of the City of Martinsville, Virginia, 1971, and as amended) to be <br />charged and collected for connections to the City's water and sewer <br />systems shall be as follows: <br />
