<br />_Sq <br /> <br />TUESDAY <br /> <br />MAY 18, 1976 <br /> <br />discussion, and with appreciation expressed to the School Board and its <br /> <br />administrative staff, and upon motion by Councilman Lester, duly <br /> <br />seconded, Council unanimously approved the School Board's requested <br /> <br />1976-77 budget, being in the amount of $3,981,707.00, plus debt service <br /> <br />in the amount of $424,301.50. <br /> <br />During the discussion of the City's proposed 1976-77 budget, Councilman <br /> <br />Lester noted that the number of City employees continues to grow, <br /> <br />particularly in the City's Social Services Department, despite the <br /> <br />"zero" population growth in the City, meanwhile expressing hope that <br /> <br />the Federal Government is beginning to realize that it has gone too <br /> <br />far, especially in the welfare field, and (that) steps can be taken to <br /> <br />eliminate any abuses of this program. Councilman Fitz-Hugh advocated, <br /> <br />too, a "tightening of the City's belt" with the hope of avoiding tax <br /> <br />rate increases proposed by the City Manager. <br /> <br />With regard to City Manager Noland's recommendation that motor vehicles <br /> <br />within the City be assessed at a 100% valuation, rather than at the <br /> <br />current 40% ratio, and with a reduction in the tax rate applicable <br /> <br />to local personal property, Mr. D.B. Hanel, Commissioner of the Revenue, <br /> <br />called Council's attention to the fact that, under such a proposal, while <br /> <br />additional income would be derived therefrom, a certain segment of property <br /> <br />within the personal property tax category would produce less revenue than <br /> <br />it currently produces. <br /> <br />Council was adjourned. <br /> <br />-, --' .. <br />. <br />W.
