<br />i, n <br />.J <br /> <br />TUESDAY <br /> <br />MAY 18, 1976 <br /> <br />3. Mr. Yeaman's tentative estimates suggest a projected surplus <br />in the General Fund in June, 1977 of $155,000.00. I think <br />it is reasonable to project a $20,000.00 surplus balance in <br />the General Fund which will still be a considerable improvement <br />over the 1975 General Fund deficit of $240,000.00. This <br />suggestion will reduce our upcoming revenue needs by $135,000.00. <br /> <br />4. Finally, I again recommend that we follow our 1974 auditor's <br />suggestion that department heads revaluate the outstanding <br />encumbrances charged against the surplus of their departments. <br />If any encumbrances are outdated - if there are no corresponding <br />purchase orders or definite plans, then the encumbrances should <br />be freed and the money returned to surplus. <br /> <br />Meanwhile, it was indicated that the complete proposed 1976-77 budget will be <br /> <br />available to Councilmen by the early part of the week beginning May 24th, <br /> <br />following which--as suggested by Councilman Fitz-Hugh--the Council would <br /> <br />begin its study of same by concentrating on sections thereof or by an <br /> <br />orderly fund-by-fund process. <br /> <br />Mr. W. K. Putney, Jr., Chairman of the City School Board, and Dr. James <br /> <br />E. Calkins, Superintendent of the City School System, appeared before <br /> <br />Council and urged the adoption of the School's 1976-77 budget as soon as <br /> <br />possible, pointing out that the School Board's budget request represents <br /> <br />the individual and collective best judgment of the members toward meeting <br /> <br />c_ <br /> <br />the local educational needs as well as complying with State mandates and <br /> <br />requirements. Some discussion followed pertaining to City Manager Noland's <br /> <br />recommendation regarding the proposed School Budget, it being recognized by <br /> <br />all concerned that a local governing body can make only a lump-sum <br /> <br />appropriation to school boards and (that) local school boards have sole <br /> <br />authority and discretion as to how funds are spent.
