Co.~ Dayton~ Ohio <br /> <br />3~010,OOO <br />3~105,000 <br />3,118,745 <br /> <br />Council was informed that these bids will now be reviewed by the City'~ <br /> <br />consulting engineers before relaying same to the State Water Control Board <br /> <br />and to the Environmental Protection Agency for their review~ with the <br /> <br />expectation that Council might take action thereon--following these reviews-- <br /> <br />two months hence. <br /> <br />With reference to the question of establishing a Southwest Virginia Health <br /> <br />Systems Agency under the National Health Planning & Resources Act of 1974, <br /> <br />which question has recently been studied by the West Piedmont Planning <br /> <br />District Commission~ Councilman Greene offered the following prepared <br /> <br />statement: <br /> <br />The National Health Planning and Resources Act of 1974~ <br />which was approved on January 4, 1975, divides the entire <br />nation into 202 health planning areas. Within these <br />areas~ health systems agencies (HSA's), designated by <br />HEW, will blanket the nation. These HSA's will be <br />responsible for health planning and development for <br />communities within their area. In order for a health <br />facility or health-program to receive federal funding~ <br />it must be included by the HSA in its health systems <br />plan. At present, a 28-member Steering Committee is <br />trying to establish an HSA in Blacksburg, Virginia <br />which will service seven planning districts consisting <br />of 29 counties and 12 cities~ including Martinsvil1e. <br />The HSA will be composed of 30 board members--at least <br />51-to-60% health service consumers~ that is~ <br />non-medical people: and 40-to-49% health service <br />providers~ such as doctors and hospital administrators. <br />The cities and counties comprising the West Piedmont <br />Planning Commission will have at least five <br />representatives on the board--two consumers~ two <br />providers and one member--who will rotate (a consumer <br />the first year~ a provider the second year~ and so forth). <br /> <br />I feel that the Federal Government should develop <br />controls to make sure that all Federal funds spent for <br /> <br />..
