<br />12~ <br /> <br />TUESDAY <br /> <br />DECEMBER 9, 1975 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, December 9, <br /> <br />1975, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held November 25, 1975. <br /> <br />Council unanimously congratulated the Martinsville Senior High School football <br /> <br />team (the "Bulldogs") and its coaches upon having won the Virginia State AA <br /> <br />Football Championship on December 6, 1975. <br /> <br />City Manager Noland, referring to Council's November 25th action pertaining to <br /> <br />less rigid enforcement of parking regulations in the "downtown" area during the <br /> <br />current Christmas season, reported on a meeting held December 9th with <br /> <br />representatives of the Downtown Business Association and, also, along with <br /> <br />Police Chief Frank A. Gard, Sr., and recently-employed meter maids Mrs. Joy Brugh <br /> <br />and Miss Deborah Kay Spencer, presented a summary of "findings" and problems <br /> <br />encountered under the relaxed policy established by Council, including certain <br /> <br />abuses of parking privileges by certain citizens. In connection therewith, <br /> <br />following a lengthy discussion of this subject, and pursuant to Councilman <br /> <br />Greene's recommendation that an in-depth study be conducted, perhaps by the CBD <br /> <br />Commission, toward providing a long-range solution to downtown parking problems, <br /> <br />Council unanimously requested that the CBD Commission begin an immediate study of <br /> <br />the situation and return to Council with its recommendations as soon as possible. <br />
