12: NOVEMBER 25, 1975 TUESDAY BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on November 25, 1975, that Section 9-2 of the Manual for the Employees of the City of Martinsville, Virginia, be amended by adding thereto the following paragraph: All questions pertaining to the grievability of any particular dispute or complaint shall be submitted to, and decided by, the Judge of the General District Court of the City of Martinsville. BE IT FURTHER ORDAINED that an emergency exists, and that this amendment shall be effective on November 26, 1975. Mr. William A. Wade, Manager of The Jewel Box, Inc., as Chairman of the Downtown Business Association, appeared before Council and requested that, for the current Christmas shopping season, the recent emphasis by the City's Police Department on the enforcement of downtown parking regulations be relaxed, maintaining that such enforcement is detrimental to business in this area. After some discussion, and upon motion by Councilman Lester (which was duly seconded and carried), Council directed that in cases of first violations of the regulations a warning citation be attached to each car in violation and that, if the violation continues to the next period of inspection by the City's Police Department personnel, the usual overtime parking ticket be issued, this procedure to become effective December 1, 1975 and to continue through the current Christmas shopping season. Following adjournment of this meeting, members of Council viewed a videotape of a "mock" council meeting, which tape was shown at the recent annual meeting of the Virginia Municipal League in Hampton, Virginia.
