<br />12: <br /> <br />NOVEMBER 25, 1975 <br /> <br />TUESDAY <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session held on November 25, 1975, <br />that Section 9-2 of the Manual for the Employees of the <br />City of Martinsville, Virginia, be amended by adding <br />thereto the following paragraph: <br /> <br />All questions pertaining to the grievability of <br />any particular dispute or complaint shall be <br />submitted to, and decided by, the Judge of <br />the General District Court of the City of <br />Martinsville. <br /> <br />BE IT FURTHER ORDAINED that an emergency exists, and that <br />this amendment shall be effective on November 26, 1975. <br /> <br />Mr. William A. Wade, Manager of The Jewel Box, Inc., as Chairman of the <br /> <br />Downtown Business Association, appeared before Council and requested that, <br /> <br />for the current Christmas shopping season, the recent emphasis by the City's <br /> <br />Police Department on the enforcement of downtown parking regulations be <br /> <br />relaxed, maintaining that such enforcement is detrimental to business in <br /> <br />this area. After some discussion, and upon motion by Councilman Lester (which <br /> <br />was duly seconded and carried), Council directed that in cases of first <br /> <br />violations of the regulations a warning citation be attached to each car in <br /> <br />violation and that, if the violation continues to the next period of <br /> <br />inspection by the City's Police Department personnel, the usual overtime <br /> <br />parking ticket be issued, this procedure to become effective December 1, <br /> <br />1975 and to continue through the current Christmas shopping season. <br /> <br />Following adjournment of this meeting, members of Council viewed a <br /> <br />videotape of a "mock" council meeting, which tape was shown at the recent <br /> <br />annual meeting of the Virginia Municipal League in Hampton, Virginia. <br /> <br />W.
