<br />12 <br /> <br />TUESDAY <br /> <br />NOVEMBER 25, 1975 <br /> <br />WHEREAS, the Federal-Aid Highway Act of 1973, requires <br />that the Virginia Department of Highways and Transportation <br />realign the Federal-Aid Highway Systems in Virginia by <br />July 1, 1976, on the basis of their anticipated <br />functional usage; and, <br /> <br />WHEREAS, the existing State Federal-Aid Systems, with <br />the exception of the Interstate System, will be terminated <br />on July 1, 1976; and, <br /> <br />WHEREAS, Federal Highway funds will no longer be available <br />for State roadways after July 1, 1976, unless the Realigned <br />Federal-Aid Systems have been approved by the Federal <br />Highway Administration; and, <br /> <br />WHEREAS, the Virginia Department of Highways and Transportation <br />has functionally classified the State Highways in accordance <br />with the guidelines presented in the "Highway Functional <br />Classification Manual" (Volume 20, Appendix 12, Highway <br />Planning Program Manual) and developed the Realigned Federal- <br />Aid Systems for Virginia in accordance with the Federal-Aid <br />Highway Program Manual (Volume 4, Chapter 6, Section 7); now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, that it hereby concurs with the "1985 Highway <br />Functional Classification" and "Realigned Federal-Aid <br />Highway Systems" for the City of Martinsville as developed <br />by the Virginia Department of Highways and Transportation, <br />pending consideration of the following: <br /> <br />(See attached letter dated November 18, 1975, from <br />Mr. George W. Ripley, State Urban Engineer, <br />Department of Highways & Transportation, Commonwealth <br />of Virginia) <br /> <br />Council read into the record the following official canvass (i.e., abstract) <br /> <br />of votes cast in the general election held on November 6, 1975: <br /> <br />Members of Senate <br />Virgil H.
