12 TUESDAY NOVEMBER 25, 1975 WHEREAS, the Federal-Aid Highway Act of 1973, requires that the Virginia Department of Highways and Transportation realign the Federal-Aid Highway Systems in Virginia by July 1, 1976, on the basis of their anticipated functional usage; and, WHEREAS, the existing State Federal-Aid Systems, with the exception of the Interstate System, will be terminated on July 1, 1976; and, WHEREAS, Federal Highway funds will no longer be available for State roadways after July 1, 1976, unless the Realigned Federal-Aid Systems have been approved by the Federal Highway Administration; and, WHEREAS, the Virginia Department of Highways and Transportation has functionally classified the State Highways in accordance with the guidelines presented in the "Highway Functional Classification Manual" (Volume 20, Appendix 12, Highway Planning Program Manual) and developed the Realigned Federal- Aid Systems for Virginia in accordance with the Federal-Aid Highway Program Manual (Volume 4, Chapter 6, Section 7); now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, that it hereby concurs with the "1985 Highway Functional Classification" and "Realigned Federal-Aid Highway Systems" for the City of Martinsville as developed by the Virginia Department of Highways and Transportation, pending consideration of the following: (See attached letter dated November 18, 1975, from Mr. George W. Brown, Assistant City Manger-Director of Public Works, City of Martinsville, Virginia, to Mr. J. G. Ripley, State Urban Engineer, Department of Highways & Transportation, Commonwealth of Virginia) Council read into the record the following official canvass (i.e., abstract) of votes cast in the general election held on November 6, 1975: Members of Senate Virgil H.
